PHILADELPHIA, Pa. — A First Alert Weather Advisory is in effect across the Philadelphia region, with forecasters warning of heavy rain, gusty winds, and possible localized flooding throughout the day Thursday.

Meteorologists say the storm system will bring 1 to 3 inches of rainfall across the Delaware Valley, with the heaviest rain expected during the morning and evening commutes.
Wind gusts could reach 45 to 50 mph, creating hazardous travel conditions, especially on elevated roadways, bridges, and areas prone to poor drainage.


Timing and Impacts

  • 🌧️ Morning to early afternoon: Steady rain spreads across the region, heavy at times.
  • 🌬️ Midday through evening: Winds strengthen with gusts approaching 50 mph along exposed areas.
  • ⚠️ Evening commute: Ponding on roadways and reduced visibility could slow traffic significantly, especially along I-95, Route 1, and the Pennsylvania Turnpike.
  • ⚡ Power outages possible: PECO and PPL crews are preparing for potential downed lines or trees due to saturated ground and high winds.

The National Weather Service says the system has characteristics of a nor’easter-type setup, with low pressure intensifying off the Mid-Atlantic coast and drawing in tropical moisture.
A Wind Advisory and Flood Watch are in effect for much of Philadelphia, Bucks, Montgomery, Chester, Delaware, Lehigh, Northampton, and Berks counties through late Thursday night.


What Residents Should Do

  • Secure outdoor items such as trash bins, Halloween decorations, and patio furniture.
  • Avoid driving through flooded roadways — “Turn Around, Don’t Drown.”
  • Check sump pumps and drainage areas to prevent basement flooding.
  • Prepare for isolated power outages by charging phones and flashlights ahead of time.

Looking Ahead

Conditions are expected to gradually improve late Thursday night into early Friday as the system moves up the coast.
Skies will begin to clear by Friday afternoon with breezy but drier conditions returning for the weekend.

  • Lehigh Valley & Berks County: Heaviest rainfall between 8 a.m. – 2 p.m.; wind gusts up to 45 mph.
  • Bucks & Montgomery Counties: Localized flooding possible along the Neshaminy Creek and Perkiomen Creek.
  • Philadelphia & South Jersey: Strongest winds expected mid-afternoon; potential for coastal flooding along the Delaware Rive
