The police initially responded to an apartment on East Landis Street where they found blood-covered guns, blood drops, and smears at the entrance to another apartment, according to the criminal complaint.
The complaint stated that at one of the apartments, there was a significant amount of blood, evidence of a struggle including broken lights, a bloody baseball bat, and a partially assembled AR-15 rifle.
According to the complaint, the police saw a man leaving an apartment, whom they pursued. The complaint also mentioned that Dougherty was identified and arrested, unarmed and covered in blood.
The criminal complaint does not make it clear how Dougherty may have allegedly gotten covered in blood, but it said a man who lives with Dougherty told the police that he returned home around 5:30 on Monday evening, and Dougherty told him that he was cleaning a rifle and discharged a bullet into the ceiling. Then they located a bloody male trying to steal a vehicle on Oxford Street. The male has now been placed in police custody.
