HARRISBURG, Pa. — Pennsylvania Governor Josh Shapiro has signed a Proclamation of Disaster Emergency ahead of a major winter storm expected to impact much of the Commonwealth this weekend.

State officials say the declaration is a proactive move designed to help Pennsylvania prepare for potentially dangerous weather conditions, including heavy snow, freezing temperatures, and hazardous travel.

What the Disaster Declaration Means

A disaster declaration does not automatically close roads or businesses, but it does give the state additional authority and flexibility as the storm approaches.

Under the declaration, Pennsylvania can:

  • Quickly deploy state resources, including snow removal equipment and emergency personnel
  • Improve coordination between agencies such as the Pennsylvania Emergency Management Agency (PEMA), PennDOT, and the Pennsylvania State Police
  • Pre-position equipment, supplies, and crews in areas expected to be hit hardest
  • Activate the state’s emergency operations center to monitor conditions and respond in real time

Officials say these measures allow the state to act faster and more efficiently before conditions worsen.

What It Does Not Do

Despite the name, a disaster declaration does not automatically:

  • Ban travel statewide
  • Force businesses or schools to close
  • Order evacuations

However, state and local officials may still issue travel advisories, vehicle restrictions, or localized emergency measures depending on conditions.

Why the Declaration Was Issued Now

Forecasters are calling for a widespread winter storm capable of producing significant snowfall and bitter cold across Pennsylvania. With impacts expected to begin late this weekend, state leaders say early action is critical to protect public safety and reduce strain on emergency responders.

Officials are urging residents to prepare by:

  • Avoiding unnecessary travel during peak storm conditions
  • Keeping emergency supplies at home
  • Monitoring weather updates and local alerts
  • Allowing extra time for plowing and road treatment crews to do their work

The disaster declaration will remain in effect for the duration of the storm response unless it is lifted or extended. State agencies will continue monitoring conditions and providing updates as the storm moves through the region.
