PHILADELPHIA, Pa. — Thousands of newly licensed drivers in Pennsylvania are being told they must retake their road test after PennDOT determined that some driving skills exams were not properly administered.
The issue involves driving skills tests conducted at PennDOT’s driver license center on the 2900 block of South 70th Street in Southwest Philadelphia. PennDOT said the affected tests were administered between October 2024 and November 2025.
The agency has been working to retest roughly 2,500 drivers. Drivers who do not complete the new test could risk losing their driving privileges and may be required to start over with a learner’s permit, along with new skills and knowledge exams.
Some drivers began receiving letters earlier this year stating that their driving skills test was not administered in accordance with established PennDOT standards.
One affected driver from West Philadelphia said she had already passed her driving exam more than a year ago and was moving forward with her life, including having a car and plans to return to school. She said the retesting process created frustration and disruption, including missed work while trying to resolve the issue.
PennDOT initially did not provide full details about what went wrong, but later said an audit found irregularities involving the amount of time between the start and end times of some driving tests.
PennDOT also confirmed that an internal review remains ongoing. The agency previously said a criminal investigation had been launched, but Pennsylvania State Police later said they investigated and found no criminality.
As of the latest update, PennDOT said about 1,600 of the roughly 2,500 affected drivers have already retaken the exam.
Affected drivers are being urged to follow the instructions included in their PennDOT notification letters and complete the retesting process before any deadline listed by the agency.
